Purpose of the Committee (According to Bylaws):
Created in 2019, It is the intent to create a Committee on Cultural Awareness and Social Inclusion in the City of La Verne to educate, inform, encourage, and build awareness. The focus of the Committee is to provide understanding that every inhabitant is entitled to equal accommodations within the City, this includes economic, political, and educational opportunities, and public services. The Committee shall work to inform community members how to eliminate prejudice and discrimination because of race, religion, color, national origin, age, gender, sexual orientation, disability, medical condition, citizenship, marital status, military service, or other characteristics protected by applicable federal, state, or local laws. The Committee on Cultural Awareness and Social Inclusion shall provide advice and be a sounding board in order that all interested parties can be made aware of remedial steps to enhance peace and good order, and provide equal opportunity for good will and hospitality toward all people. Nothing in this Committee shall be interpreted or applied, so as to create any power or duty in conflict with the preemptive effect of any federal or state law.

- Every CASI member participates in one dinner (each one reach one)—either host a dinner or bring a stranger-guest to a group dinner

- Initiative: Community Support Form (Outcome addressed: Equal accommodation, eliminate prejudice and discrimination, remedial steps to enhance peace and good order)
- Measures of Success:
- Place the form in a prominent position in city (city website) and have each ambassador inform groups on the existence of the form
- TBD on whether the police/city can use the form
- Restorative response for each reported event

CASI Bylaws
COMMITTEE ON CULTURAL AWARENESS AND SOCIAL INCLUSION
I. PURPOSE: Created in 2019, It is the intent to create a Committee on Cultural Awareness and Social Inclusion in the City of La Verne to educate, inform, encourage, and build awareness. The Committee shall work to inform community members how to eliminate prejudice and discrimination because of race, religion, color, national origin, age, gender, sexual orientation, disability, medical condition, citizenship, marital status, military service, occupation, or other characteristics protected by applicable federal, state, or local laws. The Committee on Cultural Awareness and Social Inclusion shall provide advice and be a sounding board in order that all interested parties can be made aware of remedial steps to enhance peace and good order, and provide equal opportunity for good will and hospitality toward all people. II. GENERAL POLICY: The Committee on Cultural Awareness and Social Inclusion shall provide a forum for discussion and avenues to educate and pursue, so that individuals and professionals from diverse fields can create opportunities for peace and good order, and provide equal opportunity for good will and hospitality toward all people.
III. PROVISIONS: The Committee on Cultural Awareness and Social Inclusion shall operate under the following guidelines:
a. Membership. Members shall serve without compensation since this is not an official Committee of any organization. Residency is not required, but preferred. Special invitations to participate on the Committee will be extended to community-based organizations including, but not limited to the following:
b. Executive Committee: The executive committee shall be composed of no more than twelve members. Five of the members shall serve on the executive board pursuant to paragraph (c) of these bylaws. The executive committee shall be representatives of those shareholders outlined in paragraph (a).
c. Executive Board. A five (5) member board of the Committee on Cultural Awareness and Social Inclusion shall be appointed by the group. Chair, Vice-Chair, plus 3 members elected among the members of the collective body.
d. Chair. The Chair shall be a non-voting member of the executive committee and elected from among the members of the Executive Committee for a term of two years. In the event of a tie, the Chair shall cast the deciding vote.
e. The term of the Chair shall be a period of two (2) years to coincide with the appointment as a member of the Executive Board. The Chair’s primary responsibility is to provide leadership to the Committee and to chair Committee meetings. The Chair shall prepare an annual report of the Committee of June of each year.
f. Vice-Chair. A Vice-Chair shall be elected from among the members of the Executive Board for a term of two years. The Vice Chair’s responsibilities are to assist the Chair in his/her duties and to act in the capacity of Chair in his/her absence.
g. Secretary: A staff member who has been assigned to provide staff support to the Committee shall be appointed by the Chair to serve as Secretary. The Secretary shall publish the agenda for all Committee meetings and keep a public record of the proceedings of Committee meetings.
h. General Body. The Committee shall maintain a general body comprised of at-large members. The general body shall be open to the general community of La Verne and shall maintain non-voting status.
i. Staff Support. Employees of the City shall be designated by the City Manager to assist and coordinate meetings. No budget expenditures of City funds will be used for the Committee’s efforts.
j. General Meetings. The Committee on Cultural Awareness and Social Inclusion shall meet on the first Wednesday of every month.
k. Executive Committee Meetings. The executive committee of the Committee shall meet semi-annually. The executive committee meeting shall replace the general meeting for the month in which they take place.
l. Amendment of Bylaws. These bylaws may be modified by the executive board by a super-majority vote of at least four of the five executive board members. If the amendment passes the executive board, then it is to be ratified by the executive committee.
m. City Council Participation. No more than two city council persons shall serve on the Committee at a time. The council persons serving shall serve in the capacity of non-voting advisors to the Committee. As advisors, those council persons so designated to participate shall possess practical knowledge in cultural differences and inclusion via coursework and/or technical training and demonstrated experience with lifetime situations and/or literature that aid in providing advice to the Committee in supporting its Mission. Additionally, participating council persons must possess a genuine and expressed desire to foster an inclusive culture and improve team engagement.

- Compensation: Members of the Executive Board shall receive no compensation for their service.
- Vacancy. A vacancy is deemed to have occurred whenever a member of the Executive Board is absent from three consecutive meetings without giving either the Chair or Secretary of the Committee a prior notice of the intended absence.
- Removal of Members. Any member of the Executive Board may be removed by a majority vote of the Executive Board.
- Responsibilities. Members of the Executive Board are to attend and participate in Committee meetings on a regular basis. The Executive Board shall have the authority to make final determinations by majority vote on the expenditure of Committee funds.
- Powers and Duties. The Committee shall bring groups together to close gaps resulting from past discriminatory practices and to proactively address current or ongoing intergroup tensions. In addition, the Committee will prepare and disseminate education and informational material relating to prejudice and discrimination and recommend ways and means of eliminating such prejudice and discrimination.
